Mission Statement

 The City of Marysville's mission is to enhance the quality of life in our City by efficiently and innovatively meeting the needs of the citizens and giving full value for public investment.

Whether you are a resident or a visitor, you will find that our City is progressive, anticipating the future while remembering what makes a city home.

In all of its activities, the City will foster the environment and deliver the best possible public service, integrating the needs of residents and business. We encourage citizens to be actively involved in making Marysville a better place to live, work, learn and play.

Form of Government

The City of Marysville is a Council-Mayor form of government. Seven residents are elected at-large who make up the Council. Non-partisan elections are staggered, with Positions 5, 6, 7 and the Mayoral elections held in the same year, and Positions 1, 2, 3 and 4 elections held two years hence. All serve 4-year terms. The Mayor, who serves full time, presides over all meetings of the Council and is recognized as the head of the City for ceremonial purposes. The Mayor also has the power to supervise the other executive and administrative officers in the performance of their official duties, although these duties are most often managed by a City Administrative Officer. The Council selects one of its own members to serve a one-year term as Mayor Pro Tem.

The City Council appoints the Chief Administrative Officer, who is responsible for the efficient, ongoing day-to-day operation of all City services as set forth by the Council. The Chief Administrative Officer also works closely with the Mayor and Council to assist them in formulating policies and programs.

The City incorporated in 1891.

Marysville City Council

  The City Council conducts work sessions the first and third Monday each month, and holds regularly scheduled business meetings the second and fourth Monday of each month, excluding holidays. Meetings start at 7 p.m. All meetings are conducted in the Council Chambers, 2nd Floor in the City Hall/Municipal Court, 1049 State Ave. The Council does not meet in the month of August. Position No. 3    Elected: January 2002, re-elected January 2006, 2010

Since 1998, perhaps no single citizen had spent more time attending City Council meetings as an observer/participant than Councilmember Jeff Seibert. His issues: public safety, education, development standards and more responsiveness by government to citizens. Through citizen involvement, Seibert hopes to see that police and fire services, schools and city services keep pace with growth. Seibert served on the Graffiti Abatement Committee and worked with citizens to oppose a comprehensive land use plan amendment that would have allowed apartments to be built at Grove Street & 67th Avenue NE. He is a 15-year member of the Intl. Brotherhood of Electrical Workers Local No. 191.

Lee Phillips
Councilmember -
Position No. 6    Elected: January 2004, re-elected January 2008

In his 20s, Lee Phillips brings a youthful perspective to the Council. He is the youngest person ever elected to the Council. He was a Marysville-Pilchuck High School Graduate and Vice President in 1998. He currently serves as the Finance Committee Chair and on the TV Advisory Committee, which he re-instated as an active committee in early 2004. He helped to defeat Proposition 1 in 2002, which attempted to change Marysville's form of government, and has worked nationally in the political arena.

Committee Assignments: Finance Committee, Public Safety Committee, Cable TV Advisory Committee, Hotel-Motel Tax Fund Committee.

 

Carmen Rasmussen
Councilmember -
Position No. 7    Elected: December 2005, re-elected January 2008

Carmen Rasmussen was originally appointed and sworn in to the City Council in December 2005, and subsequently elected to Council in January 2008. Carmen is a Program Coordinator for The Family Center of South Snohomish County (a program of Lutheran Community Services Northwest) and a former Snohomish County Corrections Counselor. She earned her bachelor's degree in Criminal Justice from Washington State University in 1987. While attending, she was appointed by the Governor to serve as a member of the Governor's Juvenile Justice Advisory Committee. She has spent more than a decade volunteering in Marysville public schools, Marysville Little League, the family church, and supported her children's sports and recreational activities.

Committee Assignments: Parks and Recreation Board, Fire District Board, Library Board, Cable TV Advisory Committee, Government Affairs, Marysville Healthy Communities Leadership Committee, Snohomish County Housing and Community Development Block Grant Technical Advisory Board.

Position No. 5    Elected: January 2000, re-elected 2004, 2008

John Soriano joined the City Council in January 2000, becoming the Council's first Asian-American representative, then was re-elected in January 2004 and in 2008 when he ran unopposed to retain his seat. Mr. Soriano, who moved from Bothell to Marysville in 1993, works as an Engineering Scheduler with The Boeing Co. in Everett. His Committee appointments include the Chamber/City Committee, Marysville Fire District Board, Golf Committee and Parks and Recreation Advisory Board. Mr. Soriano is a member of the Asian-American Association of Marysville. He enjoys street and dirt motorcycling.

Committee Assignments: Public Safety Committee, Fire District Board of Directors, Government Affairs, LEOFF I (Law Enforcement Officers and Fire Fighters) Disability Board and Marysville Healthy Communities Leadership Committee.

Position No. 1    Elected: January 2004, re-elected January 2006

Jeffrey Vaughan was elected to the City Council Position 1 in December 2003, then re-elected to the Council for a second term in January 2006. Mr. Vaughan holds a bachelor's degree in Public Health and 12 years experience as an occupational safety & health professional. He is co-owner and president of a company that provides workplace safety and ergonomics solutions to companies around the world. He has served as a Boy Scout leader, church volunteer, soccer coach and Marysville gambling committee member. During his tenure, Vaughan has taken the lead in combating graffiti through the establishment of the Graffiti Task Force and its focus on community outreach and removing the urban blight that graffiti creates.

Committee Assignments: Government Affairs, LEOFF I (Law Enforcement Officers and Fire Fighters) Disability Board, Public Works Committee, Graffiti Task Force, County Solid Waste Advisory Committee alternate.

Position No. 2    Elected: January 2002, re-elected January 2006, 2010

The year 2002 marked the return of former City Councilmember Donna Wright, who originally was elected to the Council in January 1990 and served two four-year terms. Her issues: public safety, managing growth, traffic congestion and parks and recreation, without over-taxing ourselves. She brings leadership, experience and a commitment to be a thoughtful decision-maker. Wright is a former Mayor Pro Tem, Planning Commissioner and Past President of the Sno. Cty. Assoc. of Cities and Towns. She served on the Marysville Fire Board, Human Services Committee & Citizenship Award Committee. At the national level, she represents the City on the National League of Cities Finance, Administration and Intergovernmental Relations Committee, and Small Cities Council. She was instrumental in the founding of Marysville University.

Committee Assignments: Public Works and Public Safety Committees, Snohomish County Housing and Community Development Block Grant Technical Advisory Board, Fire District Board of Directors, Snohomish Health District Board and Marysville Healthy Communities Leadership Committee.

Used wisely and effectively, citizen committees and task forces can involve citizens in government and improve the quality of government decision-making. The following boards meet regularly. Vacancies on some of these boards and commissions do occur, so it you're a citizen interested in serving, please watch for announcements in the media. The City of Marysville encourages citizens to get involved in the decision-making process.
