Updated - Notice of Intent to Request Release of Funds

On or after August 23, 2025 the City of Marysville will submit a request to the HUD Program Region 10 Office for the release of Community Development Block Grant Title I of the Housing and Community Development Act of 1974, to undertake the following project: 

 

Project Title

Comeford Park Sidewalk and Lighting Upgrades

 

Project Description

Project will replace the existing sidewalk and landscape strip on both 5th and 6th Street frontages with a full 8-foot wide sidewalk, as well as add pedestrian lighting within the proposed sidewalk. This will include removal of existing concrete sidewalk panels, installation of electrical conduit and wiring, installation of light posts, minor grading, preparation and placement of new concrete sidewalk within the public right of way. Project is within an already improved area; no new area is being disturbed.

PUBLIC COMMENTS 

Any individual, group, or agency may submit written comments on the ERR to the Community Development Department by contacting Kathryn Bird, Associate Planner at 360-363-8232 or kbird@marysvillewa.gov. All comments must be received August 23, 2025 

  

ENVIRONMENTAL CERTIFICATION 

The City of Marysville certifies to HUD that Mayor Jon Nehring in his/her capacity as Official Title consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the name of grant recipient to use Program funds. 

 

OBJECTIONS TO RELEASE OF FUNDS 

HUD will accept objections to its release of fund and the RE’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the name of RE; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD administration office at address of that office.  Potential objectors should contact HUD to verify the actual last day of the objection period.
