NOTICE IS HEREBY GIVEN THAT AN APPLICATION WAS MADE FOR THE FOLLOWING PROPOSAL:
An Optional SEPA MDNS was issued on September 23, 2022, for early grading activities (G22-0038) for site preparation, including 54,000 cubic yards of fill to level and raise the site grade. The site is known to have a high-water table; the fill is to provide adequate separation.
A SEPA MDNS was issued on May 23, 2024, for subsequent development of the site which included an application for a Conditional Use Permit and Administrative Site Plan Approval for construction of a covered RV Storage Yard.
With the original early grading permit and land use application, the project site was known to contain a Category III wetland. A revised Critical Area Report and subsequent Critical Area Determination have been completed which found that the site no longer contains the previously identified wetland; therefore, this revision is to allow for the entire site to be graded for future development and to remove required mitigation measures as they relate to the previously identified wetland.
The proposed additional site preparation activities include roughly 9,357 cubic yards of fill to be added to the 2.14 acres of land which was previously identified as critical area.
SEPA Review: Based on the submitted application and available information, the City anticipates issuing an MDNS for this proposal and the optional MDNS process as specified in WAC 197.11.355 is being utilized. Consequently, this may be the only opportunity to comment on the environmental impacts of this proposal.
This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent SEPA threshold determination for the proposal may be obtained upon request.
