NOTICE IS HEREBY GIVEN THAT ADMINISTRATIVE CONDITIONAL USE PERMIT APPROVAL HAS BEEN ISSUED FOR THE FOLLOWING PROPOSAL:

Conditional Use Permit approval in order to construct a 4,736 square foot (SF) drive through conveyor type car wash and a 450 SF canopy structure for point-of-sale transactions.  Additional site improvements will include ten (10) vacuum stations.  The proposal consists of one access driveway on to State Avenue.

Conditions of Approval: 

  1. The site plan received April 28, 2025 (Exhibit 032) shall be the approved site layout.
  2. Prior to building permit issuance, the applicant shall demonstrate compliance with the building design requirements outlined in MMC 22C.020.250(6)-(12), Building Design Standards, and MMC 22C.020.265, Design standards for gas stations, convenience stores, car washes and similar uses..
  3. Mechanical equipment located on the roof, facade or external portions of a building shall be architecturally screened so as not to be visible from adjacent properties at street level or the public street.
  4. Utility meters, electrical conduit, and other service utility apparatus and mechanical equipment shall be located and/or designed to minimize their visibility to the public. If such elements are mounted in a location visible from the street or pedestrian pathway they shall be screened with vegetation or by architectural features.
  5. If the lack of parking stalls dedicated for employee parking becomes a persistent problem, the applicant will be required to dedicate an appropriate number of vacuum stalls for employee parking or establish a shared parking agreement for off-site employee parking.
  6. If proposed stacking lanes/circulation create persistent problems with on-site maneuvering and/or circulation, or impedes traffic on abutting streets, the applicant will be required to reassess circulation and stacking needs and provide alternatives as approved by City staff. 
  1. The applicant shall pay traffic impact fees as required by the Traffic Concurrency Recommendation (Exhibit 036) prior to building permit issuance. 
  1. Pedestrian pathways shall be provided to allow pedestrians and wheelchairs to easily gain access from the public sidewalk.  Pathways shall be raised concrete, stamped concrete, or colored concrete.
  2. A final landscape plan shall be required to be approved, prior to civil construction plan approval, and designed to comply with the applicable provisions outlined in MMC 22C.120, Landscaping and Screening. All required landscaping shall be installed prior to final occupancy per MMC 22C.120.060.
  3. All necessary power lines, telephones wires, television cables, fire alarm systems and other communication wires, cables or shall be placed in underground location either by direct burial or by means of conduit or duct. All such underground installations or systems shall be approved by the appropriate utility company and shall adhere to all governing applicable regulations including, but not limited to, the applicable City and State regulations and specific requirements of the appropriate utility pursuant to MMC 22G.120.270(2).
